All pieces are on the order of battle charts. I do not put any on the map, and I did not create any scenarios. If you would like to contribute, set up a scenario using any side, but do not hide any blocks or do anything with the cards. Then resign to "observer," and save the game. You can then add it to this page or send it to me. (See maintainer above.)
11/10/2017 Paul Hendricks created the Barbarossa setup file. To use it, download the vsav file and load it into your Victory in Europe module.
