Summary
Each Earth Tile Stack can only be selected from once during a turn. So it should be that when a tile is selected then that stack is only face-down until the reseed phase, when the top face-down tile is flipped over.
This version hides the lower tiles in the Earth Tiles stacks, and provides buttons in the toolbar to refill them either during setup or reseed.
